Laws reflect the ethical values of a culture. Lasting change for animals will happen only by changing laws that govern the way people interact with and treat animals.
If animals do not have protection under the law, then they live at the mercy of individuals' attitudes and actions. Laws provide a mantle of protection, staying the actions of people whose own consciences do not constrain their behavior.
Oregon's anti-cruelty law, for instance, imposes major penalties on people who harm animals unnecessarily and places a societal stamp of disapproval on their actions.
Humane Oregon, a political action committee (PAC), has been formed for the singular purpose of electing individuals to public office who care about the humane treatment of animals. Oregon desperately needs this type of organization because other groups in the state committed to animal protection are barred under the state's tax laws from engaging in this type of political activity. Other groups can lobby, but they cannot support or oppose candidates for office.
By electing animal protection advocates to public office, and defeating candidates and elected officials who work against that goal, we hope to influence the composition of the Oregon Legislature and strengthen the body of law dealing with animals.
Humane Oregon wants, among other things, to lobby legislators to outlaw steel-jawed leghold traps and the slaughter of horses for human consumption, to promote the spaying and neutering of dogs and cats, and to reform Oregon's archaic dog control laws.
The only way to achieve these goals is through persistent political activism: favoring and opposing candidates for office, donating money to them, broadcasting their records to their constituents, organizing volunteers. In short, Humane Oregon wants to work through the system to create change.
Our political opponents - the Oregon Sportsmen's PAC, fur farmers, and others profiting from animal abuse and exploitation - are active in the political arena. The animals need a voice, too.
